 LETTER OF AGREEMENT BETWEEN Comstock Park Public Schools (CPPS)

AND

Comstock Park Educational Employees Association (CPEEA)

COVID 19 PREPAREDNESS AND RESPONSE PLAN 

In response to Michigan Executive Order 142 requiring all school districts to prepare three Preparedness Response Plans (PRP) informed by the Michigan Return to Learn Roadmap in conjunction with any unionized employee groups, the following agreement is set forth to amend the conditions of employment for bargaining unit members of the Comstock Park Educational Employees (CPEEA) 

We agree that the physical health and well-being of students, families, and employees should be the first priority of the Comstock Park Public Schools Preparedness Response plans, and to that end: 

Conditions for In-Person Learning: 

A. All staff and students, unless proven medically unable by medical documentation, shall wear facial coverings, as described by the Michigan Safe Schools Roadmap, in Phases 4 and 5 of the Michigan Safe Start Plan. The student handbook shall be followed to determine appropriate discipline for students who refuse to wear facial coverings. 

B. Using 6 feet as a standard guideline for social distancing, social distancing in buildings will be maintained to the greatest extent possible. At no time, during Phases 4 and 5 of the Michigan Safe Start Plan, will employees be required to be less than 3 feet from a student, barring an emergency situation. 

C. The district shall provide non-medical grade facial coverings for all students and staff, which include but are not limited to disposable facial coverings and face shields for any staff who wish to use them. 

D. The district shall ensure that buildings have potable water at all times in sufficient quantities for staff and student use. 

E. The district shall provide hand sanitizer and/or a portable washing station, sanitizing materials for every classroom or other employee workspace in the district. 

F. Teachers will be assigned to online teaching in areas that they are certified and highly qualified to teach. Secondary teachers may mentor students that are outside of their subject area. Online teaching sections will be separate from in-person teaching sections. As student interest warrants, the district will work to create full-time online teaching positions for teachers who are medically unable to return to the current face to face teaching environment for personal or family reasons. 

G. Due to the unexpected and unpredictable nature of the COVID 19 pandemic and the need to keep the school a safe place for students and staff, it is agreed that any staff member who is required to self-quarantine due positive test for COVID 19, will be required to stay off school premises without loss of pay or benefits until cleared to return to work by a medical professional. 

Quarantine Time will be covered by the following:

Covid Related Absences

School Related

Verified Non-School Related

Cannot Work Remotely

Paid, No sick time charged while a sub takes over the class.

May use sick time to compensate for absences.

Can Work Remotely

Paid, No sick time charged while employee works from home.

Paid, No sick time charged while employee works from home.


H. On Wednesdays, since the building is being deep cleaned teachers are not required to report to the building, but will have requirements set by building principals.  Periodically, principals will have meetings on Wednesdays that may be attended in person or virtually. 

Conditions for Online/Remote Instruction 

I. When the district or state deems it necessary to move to online instruction only, all teachers and other professional staff will maintain their regular caseload of students. 

J. Staff may voluntarily access their buildings for the purpose of online instruction, planning, collaboration unless prevented by an Executive Order or other governmental emergency restriction. Staff will be required to attend virtual meetings as deemed necessary by the principal.  

K. The schedule for online instruction will provide adequate planning time and will take into consideration recommendations on screen time limitations for children of various ages. 

L. Elective classes that are not in edgenuity: The district shall purchase Edgenuity classes that require a separate subscription.  If there is no Edgenuity class purchased, 

1.Elementary teachers will develop their own online classes, using their time on Wednesday to do this.  

2. Secondary teachers will develop their own online curriculum for a stipend.  The class must be approved by the building principal to receive that stipend. Only classes that require curriculum development will receive a stipend.


Conditions for Virtual Teachers

M.  The maximum class size for Full Time Secondary Edgenuity Virtual Advisory Teachers is 50.  If the number exceeds the limit, the employee will be compensated using the language in the Master Agreement ( Article  8.D.3).  

N. Virtual Content Teachers will also be asked to answer questions for students in their content area . This number will exceed 50 since the only requirements for virtual content area teachers would be to answer periodic questions and enter weekly grades.

O. The maximum class size for Full Time Elementary Edgenuity Virtual Class is 33. The employee will be compensated using the language in the Master Agreement ( Article  8.D.3)

P. Classroom Teachers who teach virtually will be returned to an equivalent FTE and equivalent assignment, if their previous assignment is not available post pandemic.
